My current research focuses on international law, cyber and electromagnetic operations, and international security. A secondary line of inquiry considers cyber governance and institutional responses to emerging technology; LoomHer sits separately as applied research in technology, development, and economic inclusion.

International Law, Cyber & Electromagnetic Operations

A current line of inquiry examines how international law applies to cyber and electromagnetic operations, including GNSS interference, navigation in international straits, maritime security, sovereignty, and the legal thresholds that may govern technologically enabled interference. This is developing research and does not present proposed arguments as settled law.

Cyber Governance & Emerging Technology

Research interests include cyber governance, AI governance, technology regulation, due diligence, and institutional responses to emerging technologies. This work distinguishes established obligations from developing norms, policy choices, and emerging practice.

Applied Research

LoomHer Empowerment — NYU Graduate Capstone / Applied Policy Research | 2026

LoomHer examines women’s financial inclusion, productive-asset financing, textile production, market access, quality assurance, digital verification, and development finance, with Uganda as the Phase I focus. The dedicated project page documents the proposed model, research-informed evolution, prototype, and limitations.
